    CONTEXTE :


    La mission Algérie est sous la tutelle de la Direction d’Action du Développement (DAD) et de la direction régionale Maghreb (basé à Rabat, au Maroc) qui coordonne l’ensemble des activités d’Handicap International en Tunisie, au Maroc et en Algérie.


    Ce programme régional permet une mutualisation des moyens et ressources. Handicap International vise ainsi à renforcer les échanges d’expériences et les synergies entre les organisations de la société civile, les structures professionnelles et les acteurs publics et parapublics des différents pays


    En 1998, Handicap International a entamé une collaboration avec des professionnels algériens de la santé mentale et de la réadaptation sur la thématique de « l’enfance blessée ».
    De cette collaboration sont nées :




  • Des activités de soutien aux établissements publics et aux mouvements associatifs travaillant auprès d’enfants en difficulté




  • Un appui aux praticiens, autorités sanitaires et aux instituts de formation dans le développement de l’offre de soins aux personnes handicapées



2015 a été une année de transition pour la mission Algérie avec l’exploration réussie de nouveaux dispositifs de financement le lancement de nouvelles activités dans les camps Sahraouis et l’élargissement de notre champs d’action à la jeunesse en difficultés d’insertion socio-professionnelle dans le cadre du « Programme d’Appui Jeunesse- Emploi » de l’Union Européenne. Les succès remportés feront de 2016 une année de forte croissance pour la mission Algérie, avec un volume d’activité doublé, des mécanismes innovants à expérimenter (financements en cascades, assistance technique) et la stabilisation de nos actions dans les camps Sahraouis.


La mission Algérie compte aujourd’hui 8 projets, une équipe de 12 personnes (dont 5 chefs de projet) et un budget d’environ 1 million d’euros. Compte tenu du contexte socioéconomique, la mission travaille essentiellement sur la base de partenariats. Pour cela, l’équipe collabore avec une vingtaine d’associations et d’institutions publiques.


VOTRE MISSION :


Sous la responsabilité de la Chef de Mission Algérie l’Administrateur Algérie vous serez en liens :



  • Fonctionnels avec le Coordinateur Services Supports et les ressources régionales administratives et financières basées à Rabat, comme avec les équipes opérationnelles en charge des projets en Algérie (5 Chefs de projets et un Coordinateur Site à Tindouf)




  • Hiérarchiques avec l’équipe des services supports Maroc (1 log et 1 comptable)


    Votre principale mission sera d’accompagner la croissance de la Mission Algérie et d’appuyer les chefs de projet dans la mise en œuvre de leur projet, tout en veillant au respect des cadres financiers, logistiques et RH posés au niveau régional.


    Vos responsabilités seront les suivantes :


    1 – Gestion comptable et financière de la mission




  • Assister, en lien et avec l’appui de l’équipe finance Maghreb, les différents Chefs de Projets de la mission Algérie à la construction et au suivi des différents budgets et rapports internes et bailleurs ;




  • Assurer le suivi financier des différents partenaires (projets et prestataires) tout au long de la durée des contrats ;




  • Responsable de la comptabilité de la mission: Contrôle des pièces comptables et des livres de bords. S’assurer de l’exactitude et de la cohérence de la codification comptable et analytique ;




  • Assurer la conformité des procédures d’engagement des dépenses


    2 – Gestion administrative des ressources humaines




  • Rédiger les contrats de travail et les soumettre au Coordinateur Services Support pour validation avant signature par le Chef de Mission. Constituer et suivre les dossiers du personnel, local et expatrié ;




  • Superviser la comptable dans la préparation de la paie du personnel national ;




  • Coordonner les composantes RH du processus de recrutement.


    3 – Cadre juridique et respect de la législation




  • S’assurer du respect des formalités exigées par les instances gouvernementales dans les délais requis ;




  • Appuyer les chefs de projet dans l’écriture des conventions pour les partenariats projets ou les prestations ;




  • Suivre et archiver tous les documents d’ordre contractuel ;


    4 – Organisation administrative et cadre de fonctionnement :




  • Rédiger et mettre à jour les écrits retraçant l’ensemble des procédures de fonctionnement et de gestion d’application en Algérie, dans le respect des cadres définis au niveau régional ;




  • Etre l’interlocuteur des organismes Algériens concernant les questions administratives et financières : ministère du travail, inspection générale du travail, organismes bancaires ;




  • Encadrer l’équipe administrative en Algérie: supervise le travail du comptable, du logisticien et de la secrétaire.


    5 – Logistique


    Assurer, assisté d’un logisticien, le bon fonctionnement matériel et la gestion des biens du programme, dans le respect de la politique d’approvisionnement et des règles de gestion des biens de l’association définies par le siège régional

Meal Site Manager


Immediate part time opening for a part-time (15 hours a week) Site Manager with CICOA Aging & In-Home Solutions. Meal site is located at Ahepa on Shadeland Station Way in Indianapolis. Position requires human services experience and the desire to serve the elderly and disabled.


Position is responsible for a daily luncheon program for seniors and disabled clients at an individual site. Duties include, but are not limited to, placing food orders and serving meals, receiving and checking accuracy of deliveries, packaging meals, keeping inventory of supplies and maintaining cleanliness of lunch area. Site Manager will complete daily paperwork and reports and supervise volunteers as needed.


Applicants must have effective oral and written communication skills, and a high school diploma or GED. Must have a valid driver’s license, the abllity to lift 15 pounds and reliable transportation. Previous food service experience is preferred.


Salary: $8.00/hr

Context:


Under the overall supervision of the IOM Chief of Mission in Algeria and the direct supervision of the Project Manager (PM) in Tunisia, the successful candidate will be tasked with “supporting the” planning, implementing and monitoring IOM’s community economic development and social cohesion activities in Algeria to be carried out under the project, “Regional Development & Protection Programme – North Africa” (RDPP-NA).


Core Functions / Responsibilities:



  1. Assist the PM to plan, manage and monitor IOM’s community economic development and social cohesion activities in Algeria to be carried out under the RDPP-NA project, in accordance with IOM standards and procedures as well as donor requirements.




  2. Identify and liaise with relevant Governmental and non-governmental partners at the central and local levels, providing responsive and professional technical assistance as relates to the RDPP-NA project and as required.




  3. In coordination with the PM, establish and implement grant disbursement, reporting and monitoring mechanisms, including a comprehensive tracking system to monitor all sub-grants and ensure that relevant documentation can be made available upon request.




  4. In coordination with the PM, organize training workshops and capacity building programmes for project beneficiaries and partners including local CSOs and Microfinance Institutions associated with RDPP-NA project activities.




  5. Act as reference towards and support to Research Consultants active within the RDPP-NA in Algeria.




  6. Provide information to the PM and Chief of Mission on the overall direction of IOM’s community economic development and social cohesion portfolios in Algeria to promote their effectiveness, coherence and integrity, as well as to build linkages with other relevant projects in Algeria and the region.




  7. Contribute to establishing and/or maintaining strategic and technical partnerships with relevant Government entities, civil society organizations, NGOs, UN agencies and other stakeholders to promote IOM’s community stabilization and migration management activities.




  8. In coordination with the PM and Chief of Mission, select and summarize information related to the identification of new programme and project possibilities in Algeria in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.




  9. Participate in relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities, as required.




  10. Undertake site visits and duty travel as required.




  11. Perform such other duties as may be assigned.



Required Qualifications and Experience:


Education


• Master’s degree in Development, Political or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience.


Experience


• Experience in a development-related field, with a demonstrated ability to manage complex portfolios considered an asset; • Proven ability to establish and maintain strong working relations with relevant Government counterparts, UN agencies and non-governmental organizations; • Sound knowledge of financial and administrative management and effective resource management and mobilization skills.


Languages


Fluency in English and French is required. Working knowledge of Arabic is an advantage.
