Algeria: Project Officer

Context:


Under the overall supervision of the IOM Chief of Mission in Algeria and the direct supervision of the Project Manager (PM) in Tunisia, the successful candidate will be tasked with “supporting the” planning, implementing and monitoring IOM’s community economic development and social cohesion activities in Algeria to be carried out under the project, “Regional Development & Protection Programme – North Africa” (RDPP-NA).


Core Functions / Responsibilities:



  1. Assist the PM to plan, manage and monitor IOM’s community economic development and social cohesion activities in Algeria to be carried out under the RDPP-NA project, in accordance with IOM standards and procedures as well as donor requirements.




  2. Identify and liaise with relevant Governmental and non-governmental partners at the central and local levels, providing responsive and professional technical assistance as relates to the RDPP-NA project and as required.




  3. In coordination with the PM, establish and implement grant disbursement, reporting and monitoring mechanisms, including a comprehensive tracking system to monitor all sub-grants and ensure that relevant documentation can be made available upon request.




  4. In coordination with the PM, organize training workshops and capacity building programmes for project beneficiaries and partners including local CSOs and Microfinance Institutions associated with RDPP-NA project activities.




  5. Act as reference towards and support to Research Consultants active within the RDPP-NA in Algeria.




  6. Provide information to the PM and Chief of Mission on the overall direction of IOM’s community economic development and social cohesion portfolios in Algeria to promote their effectiveness, coherence and integrity, as well as to build linkages with other relevant projects in Algeria and the region.




  7. Contribute to establishing and/or maintaining strategic and technical partnerships with relevant Government entities, civil society organizations, NGOs, UN agencies and other stakeholders to promote IOM’s community stabilization and migration management activities.




  8. In coordination with the PM and Chief of Mission, select and summarize information related to the identification of new programme and project possibilities in Algeria in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.




  9. Participate in relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities, as required.




  10. Undertake site visits and duty travel as required.




  11. Perform such other duties as may be assigned.



Required Qualifications and Experience:


Education


• Master’s degree in Development, Political or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience.


Experience


• Experience in a development-related field, with a demonstrated ability to manage complex portfolios considered an asset; • Proven ability to establish and maintain strong working relations with relevant Government counterparts, UN agencies and non-governmental organizations; • Sound knowledge of financial and administrative management and effective resource management and mobilization skills.


Languages


Fluency in English and French is required. Working knowledge of Arabic is an advantage.

Other:


Internationally recruited professional staff are required to be mobile.
