ICITAP Law Enforcement Advisor 15 ALGERIA - Engility - Algiers, IN

Overview: ICITAP works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives. ICITAP programs are designed in partnership with the host countries. The ICITAP Algeria program started in 2011 and has three main areas of focus: Forensic Science, Criminal Investigations and Border Control.

We are seeking one Subject Matter Expert (SME) to deliver targeted training and technical advice in the field of Advanced Crime Mapping to twenty National Gendarmerie crime analysts in Algiers, Algeria in the form of two one-week training courses. Critical to success, the candidate must be diplomatic and able to foster effective and productive working relationships with all U.S., international, and host country stakeholders, in a complex environment. Duties and ResponsibilitiesDeliver technical training pertaining to Advanced Crime MappingRequired to travel to Algiers to delivery two one-week training courses consisting of technical instruction and hands-on exercisesResponsible for providing appropriate course materials, including suitable practical exercises to enhance the level of knowledge and use of crime mapping.Collaborate with ICITAP Algeria advisors via email prior to deployment in order to ensure that course preparations are adequate and fit for purpose. The Algerian Gendarmerie will provide the venue and computer stations required to accomplish the training goals.


Interpretation and translation from English to/from French will be provided as needed.Responsibilities: PhD in Criminal Justice or a related fieldAt least 5 years of relevant professional experience after completion of Master’s degreeOperational experience in crime mapping, data collection and management.Experience designing and providing training and mentoring in advanced crime mapping, preferably also in operational, law enforcement settings (as opposed to only academic ones).Experience with setting up and development of crime mapping policy and operations.Familiarity with crime mapping software, particularly ArcGIS.Must be able to obtain a Public Trust Waiver prior to deploymentQualifications: International experience preferred, but not required
