International Civilian Police work within the OSCE typically involves assessing, monitoring, advising and mentoring the local civil police in order to ensure that law and order are maintained effectively and impartially according to democratic policing principles, and that human rights and fundamental freedoms are fully protected. It may also involve the selection, screening and training of local police candidates. Algeria: Chef de Mission - Algérie


Le Département des Opérations de MSF-OCB recrute un Chef de Mission (H/F) pour sa mission en Algérie.
Il/Elle sera basé(e) à Annaba pour 12 mois, commençant le plus tôt possible.


INTRODUCTION:


Reconnaissant le rôle important joué par l’Algérie dans la région ces dernières années et plus précisément depuis les “Printemps arabes” ainsi que son influence dans les pays voisins, et prenant en compte l’instabilité réelle des pays voisins, MSF a décidé de s’investir en Algérie à partir de 2012 pour les raisons suivantes :



  • Etablir une présence opérationnelle au travers d’un partenariat avec d’autres entités/associations.




  • Répondre spécifiquement à la problématique des migrants sub-sahariens et autres




  • Construire un lien opérationnel avec les autres pays/missions MSF des pays de la Méditerranée et de l’Afrique du Nord (MENA) à travers un partenariat bien établi avec une association partenaire reconnue et respectée pour un projet HIV/SIDA ayant pour public-cible les groupes à risques tels que les travailleurs du sexe, les usagers de drogues injectables, les homos et trans, et autres groupes vulnérables, incluant les migrants au Sud de l’Algérie mais également ailleurs (Annaba).




  • C’est un projet original ayant des objectifs originaux, et la crédibilité (et reconnaissance) de MSF sera inévitablement liée au succès rencontré par ce projet de partenariat.




  • C’est un réel partenariat à ce n’est pas un projet classique MSF.


    STRATEGIE :




  • Approche « long terme », dans laquelle MSF accepte de s’investir avec de modestes résultats opérationnels attendus dans les prochains 2ou 3 ans, probablement davantage.




  • Un projet HIV/SIDA comme porte d’entrée d’un partenariat reconnu.




  • L’établissement de réseaux exploité directement par MSF sera très limité ou probablement impossible dans l’actuel set-up, étant donné qu’aucune ONG internationale n’est reconnue en Algérie (même celles y travaillant depuis des années).




  • Engagement pour minimum 4 ans : pour commencer :



    • Débuts 3 mois en 2014




    • Projet Annaba 2015-2016




    • Tamanrasset 2015-2017



    CONTRAINTES :


    Architecture administrative très complexe et restrictive après la loi sur les ONG internationales de juin 2012 après les « printemps arabes » :

  • Un seul compte bancaire pour les transferts d’argent de l’étranger, contrôlé étroitement par le Ministère de l’Intérieur.


    PRATIQUEMENT :




  • Dans la convention qui reprend la « version publique du MoU », le projet a été présenté de manière informelle au Ministère de l’Intérieur et au Ministère de la Santé. Nous n’avons reçu aucune réponse, ce qui signifie que le projet est seulement toléré –comme le sont les publics cibles illégaux, l’importation de certains tests… tolérés.




  • A ce jour l’obtention de visas reste incertaine, récemment nous avons reçu un visa d’entrée de 2 mois.




  • Pas de référence au Droit International Humanitaire ni à ses applications dans nos textes




  • Tamanrasset est évidemment un des « hub » de concentration des migrants sub-sahariens et à ce titre un lieu important. MAIS tout le Sud et l’Est Algérien sont des zones militaires où on ne peut se rendre sans y être autorisé et étroitement contrôlé, et à ce titre une zone politiquement sensible.


    STRATEGIES DE PLAIDOYER ACTUELLES:




  • Etablir un ancrage institutionnel du projet et de ses acteurs.




  • Faire la promotion du partenariat Association-CDR pour démontrer l’impact de l’approche communautaire dans le dépistage et l’amélioration du suivi et du support des patients issus des groupes cibles.




  • Faire la promotion du projet, des partenariats impliqués dans le projet et des avancées stratégiques et techniques, cliniques et communautaires dans des conférences internationales.




  • Lutte contre la stigmatisation et la discrimination des personnes PVVIH, groupes cibles




  • Renforcer les partenariats entre les différents acteurs impliqués dans le VIH SIDA en Algérie-Renforcer les liens entre les acteurs de la société civile et les acteurs institutionnels tels que les CDR




  • (MSF a décidé d’adopter un profil bas et ne pas développer d’actions de plaidoyer en faveur des migrants dans un premier temps, pour mettre en avant l’expertise d’MSF dans le VIH/SIDA d’abord)



Tous comptes faits, un projet très singulier pour MSF avec une approche originale basée sur le partenariat, pas d’action directe mais plutôt « faire faire » ou « faire avec » dans un environnement national et régional réellement intéressant, qui débouchera sur une approche opérationnelle nouvelle et adaptée. Cette nouvelle approche représente aussi une importante piste opérationnelle pour le travail futur de MSF dans les pays du MoyenOrient et de l’Afrique du Nord, une opportunité à explorer et développer pour les opérations de demain dans des nouveaux contextes.


Annaba est une ville intéressante, peuplée de 700.000 habitants, à l’histoire riche, dotée de 4 universités et d’une vie culturelle variée, et moins important : un lieu de vacances charmant au bord de la Méditerranée (à l’époque coloniale, on l’appelait Annaba « la coquette ».


Principales responsabilités :


  • Définit la stratégie opérationnelle en partenariat avec les associations algériennes partenaires au projet et le Centre Opérationnel de Bruxelles.

  • Représente MSF au niveau national, à travers les partenaires reconnus. Est responsable des règles de communication dans le pays hôte.

  • Responsable de la coordination effective des projets dans le pays.

  • Responsable final de toutes les règles et de tous les aspects de la gestion de MSF dans la mission (administration, gestion des ressources humaines, logistique, finances ainsi qu’associatives).

  • Responsable final de tous les aspects touchant à la sécurité dans la mission (à travers le partenariat avec AnisS qui sont en contact direct avec les services de sécurité).

  • Apporte et met en œuvre formations, guidance et coaching à l’équipe de coordination et aux coordinateurs des projets. Cet aspect important requiert une experience reconnue préalable.

  • Expérience MSF confirmée obligatoire dans un poste similaire.

CONTEXTE DE TRAVAIL :


La mission Algérie est sous la tutelle de la direction régionale Maghreb (basé à Rabat, au Maroc) qui coordonne l’ensemble des activités d’Handicap International en Tunisie, au Maroc et en Algérie.


Ce programme régional permet une mutualisation des moyens et ressources. Handicap International vise ainsi à renforcer les échanges d’expériences et les synergies entre les organisations de la société civile, les structures professionnelles et les acteurs publics et parapublics des différents pays


En 1998, Handicap International a entamé une collaboration avec des professionnels algériens de la santé mentale et de la réadaptation sur la thématique de « l’enfance blessée ».


De cette collaboration sont nées :


  • Des activités de soutien aux établissements publics et aux mouvements associatifs travaillant auprès d’enfants en difficulté

  • Un appui aux praticiens, autorités sanitaires et aux instituts de formation dans le développement de l’offre de soins aux personnes handicapées

La mission Algérie compte aujourd’hui 8 projets, une équipe de 12 personnes (dont 5 chefs de projet) et un budget d’environ 1 million d’euros.


DESCRIPTION DU POSTE :


Responsabilités & Objectifs :


Sous la responsabilité du Chef de mission Algérie, vous accompagnez la croissance de la mission et vous appuyez les chefs de projet en veillant au respect des cadres financiers, logistiques et RH posés au niveau régional.


Vous accompagnez et formez une équipe composée de deux personnes : un logisticien et un comptable.


Activités : A ce titre, vos principales missions sont les suivantes :


  • Gestion comptable et financière de la mission

  • Gestion administrative des ressources humaines

  • Respect du cadre juridique et de la législation

  • Gestion de la logistique

PROFIL ATTENDU :


Qualifications & expériences : Vous avez un/une :

Summary of Position

Our Apprentice Plumber will work closely with our Service and Construction Departments to perform installation of new plumbing equipment on existing buildings and structures both commercial and institutional. You will assist our journeyman plumbers to diagnose, repair, maintain, and install complex commercial plumbing systems/ equipment all in accordance with the Texas Plumbing code. You will work with various types of tools, gauges, measuring equipment under guidance from project managers and superintendents. You will perform the activities listed below as well as any other duties that may be required by the position.

Preferred Skills and Experience


  • No previous plumbing work experience required. One or more years of plumbing work experience preferred.

  • High school diploma, GED, or diploma equivalent required.

  • Possession of Texas State Board of Plumbing Examiners Apprentice card preferred but not required.

  • Current enrollment/completion of apprenticeship program preferred.

  • Experience diagnosing, repairing, installing, and maintaining small to large commercial plumbing systems/equipment.

  • Familiarity using a variety of gauges, meters, measuring instruments, hand and power tools and equipment.

  • Familiarity with reading blueprints, schematic drawings, and specifications.

  • Able to safely operate a commercial motor vehicle (as evidenced by past driving performance record) and to adhere to all company safety requirements.

  • Learn how to diagnose plumbing system performance through observation, testing and setup.

Pipe Fitter/Welder Foreman - R.E.C. Industries, Inc. - College Station, TX





Summary of Position

Our Pipe Fitter/Welder will work closely with project managers and superintendents to layout, fabricate, assemble, and install heating hot water, chilled water piping systems. You will use your industry knowledge, welding skills, and experience with hand tools to work with steel, copper (brazed and solder), and PVC pipe. You will perform activities listed below as well as any other duties that may be required by the position.

Preferred Experience


  • Minimum of ten years commercial/ industrial pipe fitting/welding required. Must have experience welding for six of those ten years.

  • Able to pass pre-employment welding test and demonstrate knowledge with SMAW. Must know how to work with different types of flux and filler materials.

  • High school diploma, GED, or diploma equivalent required.

  • Able to make mathematical calculations needed to measure rolling offsets, cutback of fittings, and takeouts between welds and other fits.

  • Able to competently use a variety of gauges, meters, measuring instruments, hand and power tools and equipment.

  • Able to read and interpret blueprints, schematic drawings, and specifications.

  • Able to safely operate a commercial motor vehicle (as evidenced by past driving performance record) and to adhere to all company safety requirements.

  • Maintain on-going required continued education, professional licenses, and/or certifications as required by the position

  • Coordinate with project managers and superintendent to plan piping systems layout according to plans and specifications for commercial and industrial projects.

  • Attach pipes to walls, structures, and fixtures using brackets, clamps, tools, and welding equipment.

  • Inspect work sites for obstructions and potential structural problems that may occur during rough-in.

  • Test all installed piping systems using pressure gauge, hydrostatic testing, etc.

  • Cut, thread, and weld pipe according to plans and specifications. Must have skills needed to make exact measurements and cuts in pipe.

  • Lay out, measure and cut material according to drawings or templates, using hand-tools and computerized metalworking equipment where appropriate.

  • Maneuver finished units into position for installation and anchor the units.

  • Transport prefabricated parts to construction sites for assembly and installation.

Journeyman Plumber - R.E.C. Industries, Inc. - College Station, TX

Summary of Position

Our Journeyman Plumber will work closely with our Service and Construction Departments to perform installation of new plumbing equipment on existing buildings and structures both commercial and institutional. You will diagnose, repair, maintain, and install complex commercial plumbing systems/equipment all in accordance with the Texas Plumbing code. You will work with various types of tools, gauges, measuring equipment under guidance from project managers and superintendents. You will perform activities listed below as well as any other duties that may be required by the position.


Minimum of 4 years of plumbing work experience.


High school diploma, GED, or diploma equivalent required.


Current Texas Plumbing License required. Additional certifications preferred.


Able to effectively diagnose, repair, install and maintain small to large commercial plumbing systems/ equipment.


Able to competently use a variety of gauges, meters, measuring instruments, hand and power tools and equipment.


Able to read and interpret blueprints, schematic drawings, and specifications.
