The Bureau of Conflict and Stabilization Operations (CSO) strengthens U.S. national security by breaking cycles of violent conflict and mitigating crises in priority countries. Its mission covers the full spectrum of conflict transformation, from prevention to crisis response to stabilization. It supports broader State Department and interagency efforts to advance U.S. foreign policy goals by applying expertise and deploying personnel and resources to countries and regions affected by conflict.
PURPOSE
Under this task order, the contractor is an entry level Maghreb Action Officer to support the mission of the U.S. Department of State, Bureau of Conflict and Stabilization Operations (CSO). The contractor shall provide CSO’s Operations, Near Eastern Affairs (NEA) Office Director and Deputy, and North Africa lead assistance on analysis, planning, and coordination of CSO/NEA engagements in the Maghreb region.
DUTIES AND RESPONSIBILITIES
The key duties and responsibilities of the Maghreb Action Officer position are:
Monitors developments in Algeria, Libya, Morocco, Tunisia, and other cases as required.
Focuses on expanding CSO’s expertise on Tunisia and building relationships across departments and with external experts on that case.
Monitors and analyzes regional conflicts through a Preventing Violent Extremism (PVE) lens; provides analysis to shape the design of Counter Terrorism (CT) and Counter Violent Extremism (CVE) policy and programming in the Maghreb.
Informs the U.S. government’s understanding of how local grievances in the Maghreb lead to radicalization of individuals and communities in this region and what policy and program options work best to prevent it.
Examines regional lessons on inclusive governance and civil society participation in national dialogue processes that can be applied to other Maghreb cases.
Drafts any range of written products – including memos, concept notes, cables, briefs and other documents – quickly and cogently to effectively and persuasively convey critical information and key arguments.
Escort individuals as required per CSO Policy, security standards or direction of Task Manger, COR or EX Director.
Other duties as assigned.
Required Experience:
KEY QUALIFICATIONS
Master’s degree or higher level education in a major field of study related to foreign policy or conflict resolution.
Proficiency in Arabic and/or French language.
Familiarity with key conflict dynamics in the Maghreb countries (i.e. Algeria, Libya, Morocco, Tunisia)
Experience conducting conflict analysis.
Exposure to Counter Violent Extremism (CVE) and Counter Terrorism (CT) as thematic.
Mastery of oral and written communication techniques sufficient to communicate complex technical requirements to CSO/OO/MENA team leaders and State Department colleagues on complex/controversial issues.
Security Requirements :
The security level for this task order is Secret.
