CONTEXTE :
Rattaché à la DAD, le Programme régional Maghreb coordonne l’ensemble des activités d’Handicap International (HI) en Tunisie, au Maroc et en Algérie, avec une équipe de 45 personnes réparties dans les 3 pays et un budget global de 3 millions d’Euros en 2015


Dans les camps Sahraouis, situés dans le Sud-Ouest Algérien, l’intervention de HI remonte à octobre 2015 à travers la mise en place d’une action d’urgence suite à des inondations torrentielles qui ont frappé la région, notamment avec le développement d’espaces provisoires d’accueil pour les enfants handicapés, la réhabilitation des centres spécialisés endommagés, la distribution de matériel et de kits pour les familles. Un premier travail d’identification des besoins des centres spécialisés et des premières actions de formation ont eu lieu également fin 2015. Depuis début 2016, HI a stabilisé son intervention avec des actions dans le domaine de l’éducation, la réadaptation et l’insertion sociale des enfants et personnes en situation de handicap à travers plusieurs projets piloté par le Coordinateur Site Camps Sahraouis.


VOTRE MISSION :
Ce poste s’inscrit dans le cadre du projet intitulé « Amélioration de la qualité de l’éducation des enfants handicapés dans les camps Sahraouis ». Il est composé de deux volets, le premier consiste en une étude sur les besoins, les barrières et facilitateurs de l’accès aux services des ESH dans les camps dont les résultats seront finalisés en juin 2016, le second volet consiste en une série d’actions visant à améliorer la prise en charge des Enfants en Situation de Handicap (ESH) dans les centres spécialisés et d’initier un travail dans le domaine de l’éducation inclusive.


En tant que Conseiller (ère) technique Education-Psychosocial, sous la supervision du coordinateur site Camps Sahraouis, vous avez l’entière responsabilité technique et opérationnelle de ce deuxième volet.


Votre mission générale sera de garantir la qualité de l’appui technique au projet d’amélioration de la qualité de l’éducation des enfants handicapés dans les camps Sahraouis. Dans ce cadre vos différentes responsabilités seront les suivantes :
o 1 : Renforcer les capacités des professionnels des neuf centres spécialisés accueillant des enfants en situation de handicap
o 2. Sensibiliser et former les acteurs de l’éducation à une vision plus inclusive et concertée de l’éducation des enfants en situation de handicap
o 3 : Assurer les relations avec les institutions et services locaux, en lien avec le Coordinateur Site
o 4 : Assurer la mise en œuvre et le reporting des composantes techniques du projet en cohérence avec le document de projet initial
VOTRE PROFIL :
• Vous avez une formation universitaire supérieure en lien avec la prise en charge ou l’éducation des enfants handicapés ; une formation à la prise en charge psychosociale serait un atout
• Vous disposez d’une expérience probante dans l’appui technique à la mise en œuvre de projets d’éducation ou dans le champ psychosocial
• Vous êtes expérimenté(e) dans l’élaboration et l’animation de formation dans le champ du handicap et l’approche personnalisée
• Vous avez déjà éprouvé votre capacité à vivre en milieu isolé et sous contraintes de sécurité, dans des contextes de crise chronique auprès de populations réfugiées
• Vous êtes capable d’assumer une charge de travail importante et cela en toute autonomie
• Vous faites preuves de diplomatie et de réserve dans les relations avec les partenaires
• Vous maîtrisez le français et l’espagnol (entretiens individuels, relations avec les professionnels et les autorités)
SPECIFICITES/PARTICULARITES DU POSTES :
Le lieu principal de la mission est à Rabouni, la capitale administrative des camps sahraouis, à 25 km de Tindouf, au sud-ouest de l’Algérie. Il faut 2h00 d’avion entre Alger et Tindouf. Il y a des vols quotidiens et principalement de nuit.
Les déplacements entre l’aéroport de Tindouf et les camps se font sous escorte militaire.
Les conditions de vie à Rabouni, sont assez rudimentaires. Logement de toutes les équipes des ONG dans un même lieu, « le protocole », dans des maisons à 3 chambres. Une safe room existe dans chaque maison. Accès sécurisé et contrôlé, sécurité renforcée pour y accéder. Accès à internet possible. Il y a de petits magasins d’alimentation dans les camps.
Les déplacements dans les camps sont libres (excepté pour 1 camp éloigné, escorte militaire).


Le poste est non accompagné

Duties and Responsibilities:
Reporting directly to the President & CEO, the Vice President, Finance and Administration (F&A) will act as the primary financial officer of the organization. She/he will oversee F&A to ensure effective and federally compliant processes are consistently followed. She/he will be a strategic thinker with excellent team-building, cross-cultural, and inter-personal skills, and with the ability to operate effectively in a fast-paced, dynamic, and entrepreneurial environment.


Specifically, the Vice President, Finance and Administration will:


Lead all aspects of Finance, Accounting, Budget, Procurement, and Compliance functions of the organization.


Oversee other administrative functions including human resources and facilities management.


Participate as a strategic partner in the development of the organization’s plans and programs, including strategies for long-term funding diversification and sustainability.


Serve as a core member of the Senior Management Team and contribute to cross-disciplinary planning and management for the organization.


Direct the formation and implementation of financial, administrative, and compliance policies and procedures, guiding policy decisions and providing technical expertise.


Manage all contract review and negotiation.


Oversee organization’s process for preparing indirect cost rates.


Serve as key contact and interlocutor for federal government partners, negotiating scopes of work, reviewing budgets, supporting proposal development, and ensuring business development process considers future compliance and implementation concerns.


Advise on maximizing both restricted and unrestricted funding.


Serve as trusted business partner to affiliate CEOs, providing insights into finance and compliance related matters and engaging board finance and audit committees to meet financial plans and objectives.


Lead and develop process for assessing affiliate financial operations and manage the development and execution of targeted financial development plans.


Ensure regular financial reporting for management and program staff including the development of relevant financial projections.


Serve as primary interlocutor with the board of directors on finance, accounting, and compliance related matters.


Lead development of the annual budget and support the development of the annual workplan.


Supervise finance staff and work in concert with pro-bono Comptroller and accounting team from Brookhill Group.


Minimum Qualifications


Bachelor’s Degree in Accounting, Finance, or closely related field with 20 plus years of progressively relevant work experience; or Master’s Degree with 15 years progressively relevant work experience.


Expert knowledge of FAR, AIDAR, ADS, and relevant OMB circulars.


Experience leading financial, administrative, and compliance management in a multi-funder environment including US government grants and contracts, private foundation and corporate donors.


Demonstrated leadership ability, preferably as a member of a senior management team.


Entrepreneurial spirit, with the ability to identify and act on opportunities to advance EFE’s mission.


Knowledge and experience preparing indirect cost rates.


Strong problem solving and analytical skills and the ability to creatively contribute to thinking on cross-disciplinary issues, including new revenue models.


Willingness to travel to affiliate offices in the Middle East and North Africa as needed (approximately 15% time).


Demonstrated ability to work with a diverse team, with attention to mentorship and professional development of staff.


Self-motivated and organized with attention to detail.


Excellent written, verbal and interpersonal communications skills. Knowledge of Arabic and/or French would be an asset.


Ability to multi-task, prioritize assignments, and meet multiple deadlines.


Prior experience with international nonprofit organization.

The United Nations Institute for Training and Research (UNITAR) is a principal training arm of the United Nations, with the aim to increase the effectiveness of the United Nations in achieving its major objectives through training and research. Learning outcomes are associated with about two-thirds of the Institute’s 450-some events organized annually, with a cumulative outreach to over 40,000 individuals (including 25,000 learners). Approximately three-quarters of beneficiaries from learning-related programming are from developing countries. UNITAR training covers a number of thematic areas, including activities to support the implementation of the 2030 Agenda for Sustainable Development; multilateral diplomacy; public finance and trade; environment, including climate change, environmental law and governance, and chemicals and waste management; peacekeeping, peacebuilding and conflict prevention; decentralized cooperation; and resilience and disaster risk reduction.


Over time, the Institute’s focus on learning has evolved from not only aiming to expand its outreach to beneficiaries and address the needs of individual learners, to also working to increase the efficiency of its training by enhancing the capacities of learning centres in developing countries with innovative methodologies to design and deliver training through face-to-face and/or e-Learning approaches. To achieve this objective, UNITAR has developed or strengthened existing cooperation with a number of learning centres in developing countries through training-of-trainer (ToT) or related initiatives.


For the purpose of this evaluation, UNITAR has identified a cluster of five projects in which institutional capacity development through ToT has played an important role. These projects include:


Partnership between UNITAR and Algeria on the Establishment of an International Training Centre for Local Actors of the Maghreb (2011 – 2015);


Training of Algerian Diplomat-trainees and Senior Officials (2012 – 2014);


Enhancing the Capacity of African Peacekeeping Training Institutions (2012 – 2015);


Developing e-Learning Capacities of the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (2015 – 2016);


Training and follow-up on entrepreneurship for young graduates from Algeria (2012 – 2016).


General Objectives of the Contract


The purpose of the evaluation is to provide evidence that the Institute’s approach to developing the capacities of learning centres in developing countries is producing the intended results and creating efficiency gains in the delivery of UNITAR training. The evaluation should not only assess the performance of the projects, but it should also seek to answer the ‘why’ question by identifying factors contributing to (or inhibiting) the successful implementation and achievement of results. The purpose of the evaluation is also to provide recommendations and lessons-learned on the strengthening of institutional capacities of learning centres, including identifying what methods or approaches work well and why, since ToT will likely continue to play an important role in the Institute’s strategy to respond to learning and capacity development needs at the country level. In this sense, the results from this evaluation will contribute to guiding the development of similar ToT/institutional capacity strengthening projects in the future. Following the finalization of the evaluation report, the use of the evaluation will be promoted by sharing it internally within UNITAR, and externally with donors and other project partners.


Responsibilities/Description of Professional Services


The consultant shall:
Undertake an independent cluster evaluation of UNITAR ToT related programming and address questions related to project relevance, effectiveness, efficiency, impact and sustainability;


Undertake a desk review and submit an evaluation plan with final evaluation questions and data collection methods to be used;


Collect and analyse data, and undertake field visits to two to three countries selected in consultation with UNITAR; and


Draft, submit and revise reports of the evaluation.

Master of Arts degree or equivalent in social science or related discipline;


At least 7 years of professional experience conducting evaluation in the field of capacity building for international development. Experience undertaking evaluations related to training, learning methodologies and/or training of trainer approaches would be a strong asset;


Field work experience in developing countries;


Excellent research and analytical skills, including experience using a variety of evaluation methods and approaches;


Excellent report writing skills;


Strong communication and presentation skills;


Cross-cultural awareness and flexibility;


Availability to travel;


Fluency in English and French required. Knowledge of Arabic and/or Portuguese a strong advantage.


Reporting structure


The consultant will report directly to the Manager of the Planning, Performance and Results Section.

Responsible for assessing the needs of individuals recently discharged from a hospital setting with a behavioral/mental health need referred by Anthem Indiana Medicaid. Duties will include but are not limited to review of discharge plan, reviewing medication treatment plan, and addressing barriers to continued care.

Other duties may be assigned.


  • Contact client within 7 days of discharge

  • Review client’s discharge plan and medication

  • Conduct a Face to Face Assessment either in the home or within a hospital setting

  • Ensure the client has ongoing outpatient care

  • Educate family on client’s discharge instructions

  • Access and address barriers to continuing care

  • Document and record all interactions with client and refer back to Anthem Care Manager

  • Ability to write accurate progress and assessment notes

  • Ability to assess and discuss crisis planning with client and/or caregiver

  • Acts as an advocate to preserve client rights and maintain client

A Masters degree from an accredited college or university in either social work, marital or family therapy or mental health counseling and must hold a valid State of Indiana license as an LCSW, LMFT or LMHC.

Each summer since 1979, a dynamic community is created at the Global Youth Village that emphasizes experiential learning and challenges young people to turn intercultural theory into practical action. This year 50+ teens and staff from around the world will participate. 2016 highlights include youth leaders from Algeria and Egypt.


Workshops address issues concerning young people today, such as war and peace, arts & culture, distribution of world resources, prejudice, environmental concerns, and other social pressures. Cultural programming and cooperative living help participants learn to respect differences and discover similarities that transcend cultural, religious, and political barriers.


Evening Program Coordinator: Oversee program planning and delivery to enhance cultural appreciation, community building and promoting a sense of vision for the future. Main responsibilities include collaborating with administrative staff to monitor youth dynamic and experience, and coordinating the delivery of all aspects of camp-wide programs . These include:


cultural festivals involving skits, power point presentations, dance, ethnic meals, songs, carnivals;


global issues presentations & discussions;


recreational events such as dances, games, and fairs;


talent nights.


Work with the administrative team, other staff, youth, and special guests to develop well-facilitated programs and cultural presentations, which includes stage set-up and decorations.


Applicants should have program design experience, supervisory and event planning skills, and an ability to manage, delegate, inspire, and draw upon the talents of different people. Skills in leading large group games and performance experience are also helpful.

In this role, the Supply Chain Sr. Manager Material Program Management is responsible for providing Integrated Supply Chain (ISC) support and solutions to the Command & Control (C2) program area for the Mission Systems and Sensors (MSS) business area. This person will have responsibility for complete ISC oversight and monitoring of performance within the C2 business area to ensure performance to technical, cost, schedule, and quality requirements.
