Algeria: Livelihoods Project Manager


Do you want to work in our new operation in Algeria? We are looking for an ambitious Livelihoods Project Manager to join our team.


Who are we?


DRC is a Danish international non-governmental organisation, which provides protection, promotes and supports durable solutions to displacement-affected populations all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance.


DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, and protection programmes through Country Offices (COs) in Libya/Tunisia, Jordan, Syria, Iraq, Lebanon, Turkey and a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region.


Currently DRC is launching a new operation in Algeria for the Sahrawi refugees in Tindouf. In 2015, DRC reviewed the feasibility of starting a livelihood programme in five camps around Tindouf to work with the protracted caseload of Sahrawi’s living in camps for the last 40 years. During November and December 2015, DRC conducted a scoping mission and is now setting up a livelihood-focused programme starting in February 2016.


About the job


The Livelihood Project Manager is responsible for the operational and programmatic planning, reporting, and implementation of Livelihoods activities and directly line managed by Head of Base for Algeria.


Duties and Responsibilities


Representation


  • Strengthen the liaison with key stakeholders in the livelihood sector;

  • Represent DRC before local authorities regarding livelihoods;

General Programming & operations


  • Responsible for project start-up and implementation of livelihoods by ensuring that adequate resources are allocated to the project operating in five camps;

  • Support the programme fundraising with identified partners (UNHCR, ECHO) and other donors;

  • Select and support training facilities responsible for delivering courses offered in the vocational centers with key emphasis towards business trainings suited to the environment;

  • Set-up a Business Grants system to Sahrawi’s in collaboration with key stakeholders;

  • Assist in a comprehensive Market Survey and utilise key findings into activities;

Capacity Building


  • Train livelihood staff, in general livelihood concepts and practices;

  • Monitor, coach and mentor livelihood staff. Provide on the job training as much as required and adapt trainings/coaching to specific staff needs;

Monitoring & Evaluation


  • Ensure/facilitate the qualitative and quantitative monitoring of the project through team meetings, post-assistance visits, regular reporting and any other monitoring tools;

Finance, Procurement and Administration


  • Follow up and monitor project budget;

  • Ensure familiarity with DRC’s Operational Handbook;

Accountability


  • Ensure DRC Algeria program is compliant with DRC accountability principles (HAP, etc);

  • Any other duties as agreed with the Head of Base for Algeria;

About you


To be successful in this role you must have a bachelor’s degree or higher in higher in economics, development studies, business administration, or other relevant field and at least 3 years of proven international experience in humanitarian livelihood projects. Furthermore you should have:


  • Capability of leading teams – strong management experience.

  • Familiarity with community-based protection programming and ability to incorporate lessons learned from similar experiences

  • Experience with UNHCR and ECHO regulations, procedures and requirements.

  • Fluency in Spanish, and/or Arabic, French is an advantage, spoken and written English is essential;

  • Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills,

  • Ability and willingness to travel to project locations on a regular basis;

  • High-level of knowledge and practice with Word, Excel, Outlook, etc. required.

We offer


DRC will offer the successful applicant a six month contract, renewable dependent on both funding and performance. Subject to funding, you must be available to start work from 01/02/2016 and be willing and able to work out of Algeria and travel in the Maghreb/ MENA region.
