What General Information Do I Need To Know About This Position?


This is a temporary appointment not to exceed 12 months that may be extended for 12 additional months without further competition.


Salary: $117,376 (Step 01) to $152,593 (Step 10); NOTE: First time hires to the Federal Government are typically hired at the Step 01.


Duties


As a Research Geologist within the Central Mineral and Environmental Resources Science Center, some of your specific duties will include:


  • interpret geochronology information at regional scale

  • perform reserch on the regional geology of Algeria

  • perform research on mineral resource assessment

  • work with research staff from international geologic research community

  • work in a team environment

USGS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. In addition to the basic education requirements, you must have 1-year of specialized experience equivalent to the next lower grade level in the Federal service. Examples include: include investigations that involved highly unstructured problems involving both difficult technology and complex human relations or programmatic issues. The results of these investigations had significant effects over a wide region of the United States, or may have included responsibility for new technology especially critical to the organization’s programs. This work involved other recognized senior technical experts asking the scientist for advice or counsel due to his/her personal reputation in the field.

We are looking for highly qualified individuals, educational institutions, or consultancy firms to carry out a Business Management & Employability Skills Training with youth in the Sahrawi Refugee Camps of Algeria.


Who are we?


DRC is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 30 countries. DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices in Libya/Tunisia, Jordan, Syria, Iraq, Lebanon, Turkey and a Regional Office in Amman.


Since opening its mission in Algeria in April 2016, DRC is implementing livelihoods project with the main objective of creating Meaningful livelihoods opportunities that increase self-reliance and improve the human dignity for Sahrawi refugees in the Tindouf province in Algeria” in the Sahrawi camps.


As part of this project, DRC will provide training on business management and employability skills training to 460 youth from the 5 Sahrawi refugee camps. Youth will be invited to the submission of business proposals afterwards, and DRC will disburse grants to the entrepreneurial projects with more potential for success and sustainability.


About the job


DRC is looking for proposals from firms, educational institutions, or individuals to carry out Business Management & Employability Skills Training. The firm or individuals will be responsible for the facilitation of training sessions to youth under the supervision of DRC.


Duties and Responsibilities


In collaboration with Livelihoods Manager and Livelihoods Program team on the ground, the consultant will develop a course on Business Development, Management and Employability Skills that will equip the graduates and moderately educated Sahrawi youth with all the necessary knowledge and skills required to be a successful entrepreneur in the camps. The course (7-day training) will be as practical as possible, and include topics such as:


  1. Soft skills that include team work, creative thinking, communication and problem solving;

  2. Basis and Challenges of Entrepreneurship;

  3. Self-assessment for the Entrepreneurship & Entrepreneurial characteristics;

  4. How to generate a Business Idea;

  5. The Business, Marketing, Financial and Organizational Plans (Cash flow management; Inventory management; Business communication skills and customer relations, etc.)

  6. Project Planning and appraisal –developing a business plan.

The content of the outlined courses and materials will be agreed and designed in consultation with DRC Livelihoods Manager and Programme Team. Please note that this can be based on available materials from other DRC missions in addition to the consultant(s)’s own resources.


The consultant(s) will be responsible for the high-quality delivery of the course to 460 youth (16 Groups of people over 6 weeks); in coordination with and logistically supported by DRC team. The consultant will start by a Training of Trainers with DRC Project Assistants in order to test the materials and widen the facilitation pool (so that DRC Project Assistants can undertake the facilitation of the course to different groups of Sahrawi –in order to be able to hold several training sessions at the same time.


The consultant(s) shall develop (a) pre & post test in collaboration with DRC Livelihoods Team to assess the increase in knowledge/skills of participants feedback to the training; and (b) short satisfaction survey to be filled by participants.


The Consultants shall supply the following deliverables as per the enclosed Terms of Reference:


  • Compilation of training Manual & Materials in English and Arabic.

  • Pre&post test questionnaire.

  • Short satisfaction survey.

  • Brief final report on training

Tentative timeline:


  • Deadline for applications: 21stAugust 2016

  • Interviews for short-listed applicants: 23-29 August 2016.

  • Contract start: 30th August 2016

  • Submission of training materials, questionnaire & satisfaction survey templates: 13th September 2016.

  • Deployment to Tindouf / Rabouni: 13th September 2016

Lead consultant must have MBA (preferable), bachelor’s degree or at least diploma related to business development management, economy and finances administration or similar.


  • If individual, needs to have private sector background, 3-5 years of sales manager, marketing or business development experience. Having personally managed / owned his/her own successful businesses will be an advantage. If a Firm/institute; it should be established for 3 years minimum.

  • Knowledge of the Sahrawi context and Tindouf area of Algeria.

  • Excellent planning, organizational and facilitation skills.

  • Fluent Arabic (Hasaniya-speaking is preferred).

  • Good computer and writing skills.

  • Availability for deployment and work in the months of September/October 2016, in Rabouni (Tindouf).

Desirable qualifications:


  • Highly desirable: Ability to provide certification of the training.

  • English will be an advantage.

We offer


DRC will offer the successful applicant a 2.5-month contract. You must be available to start work from1st September 2016 and be willing and able to work in Rabouni / Sahrawi Refugee Camps of Algeria (near Tindouf).

The customers and supply base for this business area include: Algeria, Egypt, Oman, Saudi Arabia, Bahrain, Qatar, Taiwan, Australia, Jordan, Malaysia, and other countries. C2 is a very complex business area requiring expertise in international sourcing, unique collaborative agreements (ie teaming agreements, joint ventures, etc), and co-development/co-production with international partners in those countries.


This person will have responsibility for complete ISC oversight and monitoring of performance within the C2 business area to ensure performance to technical, cost, schedule, and quality requirements.

The National Democratic Institute for International Affairs (NDI) seeks to hire a Resident Director in Algeria to oversee its programs designed to encourage more meaningful citizen engagement in decision making, enhance the development of political parties and other political institutions, and strengthen the participation of women, youth and other sectors in political life. The Resident Director in Algeria reports to NDI’s Regional Director for the Middle East and North Africa. This position is based in Algiers, Algeria and would require occasional travel elsewhere within the country. Please note that this is a non-accompanied posting.


Primary Responsibilities:


  • Manage, implement, and provide overall leadership and vision for NDI’s Algeria programs with the support of resident international and national staff, short-term consultants and trainers, and in coordination with NDI staff in Washington, DC, with a particular day-to-day emphasis on managing activities to enhance the capacities of political parties, elected women leaders and civil society organizations;

  • Build and maintain collaborative working relationships with and serve as a resource for political party representatives, elected officials, women political leaders, civil society activists and other relevant political actors;

  • Design and conduct training workshops and one-on-one consultations with targeted program beneficiaries, as needed;

  • Serve as principal liaison between NDI and international donor representatives in-country, Algerian and US government officials, the diplomatic community and media as needed;

  • Adapt programmatic activities based on the dynamics of political developments and in response to needs articulated by local partners and program beneficiaries;

  • Oversee and mentor NDI national staff and additional expatriate staff to effectively implement programs for long-term sustainability;

  • Ensure the drafting and timely submission to Washington of program activity reports, monthly field reports, and monitoring and evaluation data, and provide periodic updates on relevant political developments;

  • Develop and/or maintain financial management systems;

  • Ensure adherence to NDI-DC and Algerian legal, financial and human resource policies and procedures, as well as adherence to donor regulations, ensuring the integrity of all financial transactions; and


  • Provide oversight and review of activity budgets and monthly financial reconciliation to Washington.Required Skills and Experience:




  • Bachelor’s degree, preferably in International Relations, Political Science, Public Administration, or related subject; graduate degree preferred;




  • Minimum fourteen (14) years substantive professional experience primarily in a political field, with experience working to expand women’s political participation, enhance political party outreach capacity, and/or bolster civil society involvement in political processes preferred;




  • Experience in program management, with experience implementing US government-funded programs preferred;



  • Proven capacity to meet program goals while managing financial, administrative, and security responsibilities;

  • Proven ability to effectively communicate skills and experiences to others as a trainer and/or adviser;

  • Demonstrated ability to conduct and apply sophisticated political analysis to programmatic activities;

  • Demonstrated ability to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community;

  • Demonstrated experience in proactively navigating and ensuring compliance with host country legal and reporting requirements;

  • Excellent managerial, interpersonal, and networking skills, as well as the ability to establish and maintain professional political relationships;

  • Strong oral and written communication skills;

  • Demonstrated leadership capacity and ability to work as a member of a team;

  • Oral and written English skills required; Fluency in French or Arabic strongly preferred;

  • Experience living and working overseas desired, especially in challenging political environments; and

The International Monetary Fund (IMF) established in 1945, is an organization of 188 countries, working to foster global monetary cooperation, secure financial stability, facilitate international trade, promote high employment and sustainable economic growth, and reduce poverty around the world.


In November 2016 the IMF will visit countries in the Middle East region (Saudi Arabia and UAE) to use

as hubs to conduct preliminary interviews with qualified MENA nationals who have a background and relevant experience in a full range of professions including
Economists, and professionals in Finance, Legal, HR, IT and Communications.


Economists:


We are seeking talented and experienced economists who will be responsible for monitoring and assessing economic sectors and providing economic policy advice and technical assistance related to the IMF’s work, including all macroeconomic and financial sector issues (e.g.:

fiscal and public financial management, exchange rate and debt and management,

macro-financial risks and policies

across low income, emerging and advanced economies).


Professionals:


To support policy and advisory work of the Fund undertaken by economists, there are a range of professionals with backgrounds in the following areas:


  • Legal

  • Finance & Accounting,

  • Communications / Public Relations,

  • Information Technology (IT),

  • Human Resources (HR),

Qualifications

Economists:


Successful candidates should have a graduate degree, preferably at the PhD level, in macroeconomics, financial economics or related fields, plus 2 to 8 years of relevant professional experience in macroeconomic analysis, policy formulation, research and academia in addition to

proficiency with quantitative modeling and econometric packages.


All experienced economist positions require strong analytical skills, and excellent written and oral communication skills in English. Selected candidates should demonstrate strong interpersonal and diplomatic skills to advise senior government officials on technical issues. Candidates should have an interest in, and aptitude for, working in a multicultural organization.

Individuals must possess a Master’s degree, a minimum of five years of post graduate experience, a professional qualification where appropriate (e.g. accountancy: CPA, ACMA, ACCA or ACA) and excellent written and spoken English language skills.

Les objectifs particuliers du présent contrat sont les suivants: L’objectif particulier du présent marché est de recruter l’Unité d’appui au Programme (UAP) “Appui à la réforme de la justice en Algérie (PASJA)” par la mise à disposition d’experts principaux et un pool d’autres experts non-principaux, dans les différents domaines couverts par le Programme, jusqu’à la fin de sa mise en oeuvre. L’UAP devra appuyer les autorités algériennes, notamment le Directeur du Programme et la Délégation, dans la gestion et la mise en oeuvre du Programme. Il est attendu pour cela, une coordination étroite avec les structures bénéficiaires.

Un niveau d’études bac + 4 dans le domaine de l’économie, de la gestion ou équivalent.


Langue française exigée


Expérience professionnelle générale


L’expert devra justifier au moins 10 années d’expérience professionnelle.


Expérience professionnelle spécifique


  • Une expérience d’au moins 4 ans et préférablement 5 ans dans la gestion administrative et

financière de projets.


  • Au moins 1 expérience dans le domaine des procédures de l’Union européenne dans le

cadre des actions extérieures.


Le siège du projet est à Alger. La zone d’intervention du projet ainsi que celle des services à prester touche l’ensemble du territoire algérien. Des activités pourront avoir lieu dans certains pays de l’Union Européenne ou de la zone ENI en ce qui concerne les visites d’étude ou formations.
