Algeria: Consultant (Training Service Provider)


We are looking for highly qualified individuals, educational institutions, or consultancy firms to carry out a Business Management & Employability Skills Training with youth in the Sahrawi Refugee Camps of Algeria.


Who are we?


DRC is a humanitarian, non-governmental, non-profit organisation founded in 1956 that works in more than 30 countries. DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices in Libya/Tunisia, Jordan, Syria, Iraq, Lebanon, Turkey and a Regional Office in Amman.


Since opening its mission in Algeria in April 2016, DRC is implementing livelihoods project with the main objective of creating Meaningful livelihoods opportunities that increase self-reliance and improve the human dignity for Sahrawi refugees in the Tindouf province in Algeria” in the Sahrawi camps.


As part of this project, DRC will provide training on business management and employability skills training to 460 youth from the 5 Sahrawi refugee camps. Youth will be invited to the submission of business proposals afterwards, and DRC will disburse grants to the entrepreneurial projects with more potential for success and sustainability.


About the job


DRC is looking for proposals from firms, educational institutions, or individuals to carry out Business Management & Employability Skills Training. The firm or individuals will be responsible for the facilitation of training sessions to youth under the supervision of DRC.


Duties and Responsibilities


In collaboration with Livelihoods Manager and Livelihoods Program team on the ground, the consultant will develop a course on Business Development, Management and Employability Skills that will equip the graduates and moderately educated Sahrawi youth with all the necessary knowledge and skills required to be a successful entrepreneur in the camps. The course (7-day training) will be as practical as possible, and include topics such as:


  1. Soft skills that include team work, creative thinking, communication and problem solving;

  2. Basis and Challenges of Entrepreneurship;

  3. Self-assessment for the Entrepreneurship & Entrepreneurial characteristics;

  4. How to generate a Business Idea;

  5. The Business, Marketing, Financial and Organizational Plans (Cash flow management; Inventory management; Business communication skills and customer relations, etc.)

  6. Project Planning and appraisal –developing a business plan.

The content of the outlined courses and materials will be agreed and designed in consultation with DRC Livelihoods Manager and Programme Team. Please note that this can be based on available materials from other DRC missions in addition to the consultant(s)’s own resources.


The consultant(s) will be responsible for the high-quality delivery of the course to 460 youth (16 Groups of people over 6 weeks); in coordination with and logistically supported by DRC team. The consultant will start by a Training of Trainers with DRC Project Assistants in order to test the materials and widen the facilitation pool (so that DRC Project Assistants can undertake the facilitation of the course to different groups of Sahrawi –in order to be able to hold several training sessions at the same time.


The consultant(s) shall develop (a) pre & post test in collaboration with DRC Livelihoods Team to assess the increase in knowledge/skills of participants feedback to the training; and (b) short satisfaction survey to be filled by participants.


The Consultants shall supply the following deliverables as per the enclosed Terms of Reference:


  • Compilation of training Manual & Materials in English and Arabic.

  • Pre&post test questionnaire.

  • Short satisfaction survey.

  • Brief final report on training

Tentative timeline:


  • Deadline for applications: 21stAugust 2016

  • Interviews for short-listed applicants: 23-29 August 2016.

  • Contract start: 30th August 2016

  • Submission of training materials, questionnaire & satisfaction survey templates: 13th September 2016.

  • Deployment to Tindouf / Rabouni: 13th September 2016

  • Training of Trainers with DRC staff: 14-18 September 2016

  • Training sessions with youth: 19thSeptember to -31stOctober 2016

  • Submission of pre/post test results, satisfaction survey results & brief final report: 7th November 2016

About you


To be successful in this role you must have excellent facilitation skills in business management topics.

Required qualifications


Lead consultant must have MBA (preferable), bachelor’s degree or at least diploma related to business development management, economy and finances administration or similar.


  • If individual, needs to have private sector background, 3-5 years of sales manager, marketing or business development experience. Having personally managed / owned his/her own successful businesses will be an advantage. If a Firm/institute; it should be established for 3 years minimum.

  • Knowledge of the Sahrawi context and Tindouf area of Algeria.

  • Excellent planning, organizational and facilitation skills.

  • Fluent Arabic (Hasaniya-speaking is preferred).

  • Good computer and writing skills.

  • Availability for deployment and work in the months of September/October 2016, in Rabouni (Tindouf).

Desirable qualifications:


  • Highly desirable: Ability to provide certification of the training.

  • English will be an advantage.

We offer


DRC will offer the successful applicant a 2.5-month contract. You must be available to start work from1st September 2016 and be willing and able to work in Rabouni / Sahrawi Refugee Camps of Algeria (near Tindouf).


Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.ngo under Vacancies. This position is a consultancy contract and DRC expects to receive financial offers.
