Job Description:
The Responsive ISR Business Area is seeking a PFA 4 to support their International business which includes the contingent award of the Algeria Aerostat Program. This fixed price program will provide five aerostat-based persistent surveillance systems and associated communications and ground systems in Algeria, valued at $585M. The program office execution team will be based in Palm Bay, FL and will include significant subcontract content, trade finance, agent fees and complicated terms and conditions. This position will be responsible for:

Supporting program execution as well as internal financial reporting

OSPI modeling and forecasting

Profit and investment analysis

Ad hoc tasks as required

Qualifications:
BS/BA in Finance, Accounting or Business Administration, MBA a plus but not required

Preferred:
Experience with Microsoft Excel, Word, PowerPoint, MPM, PeopleSoft & Queries, FFM, PACER is a plus

Candidate should have experience with international contracts

Position requires support across multiple functions and may require international travel.

Candidate should be self-motivated and have strong interpersonal skills with the ability to multi-task.

Should be able to operate effectively in a dynamic environment

Should have strong leadership and interpersonal skill set, be capable of interfacing with management and forming a strong business partnerships with key program leaders

Should be proactive in solving problems and issues in a timely manner with minimal supervision

Should possess strong communication skills (Oral, Written, Listening)

Should have strong planning, organizational, and analytical skills

**Job Purpose**

Represent EMD in contacting customers within a defined territory regarding product service difficulties, causes and corrections.

**Key Job Elements**

• Role requires permanent assignment in Algeria for the entire warranty period.


• Assignment is governed by an Overseas Assignment Policy, including hardship differentials and danger pay.


• Travel within Algeria is required, approximately 10% of the time.


• Assists and reviews the development of problem resolution action plans


• Identifies, analyzes and takes corrective action on service problems


• Manages efforts within assigned area/customer and organization to facilitate problem resolution


• Communicates action plans and progress to both field service managers and customers


• Evaluates workloads and establishes priorities


• Reviews and approves technical publications such as Maintenance Instructions Modernizations Advisories and Modifications


• Promotes use of Electro-Motive parts and rebuild services


• Completes necessary reports


• Creates and participates in the development and improvement of departmental procedures


• Regular contact with others outside the work group


• Provides technical assistance and instruction to both customers and employees


• Provides recommendations and input during design reviews


• Assignment is for three years servicing

**Education / Training**

Degree in Engineering or Equivalent Education, training and experience. Mechanical or Electrical Engineering degree preferred.

**Qualifications and Experience**

• Must speak fluent French. Basic Arabic knowledge also a plus.


• Through knowledge of mechanical and electrical locomotive systems, or equivalent experience in other heavy equipment, Industrial equipment industries, aviation, or military equipment.


• Knowledge of unit service and warranty policies and procedures 1-2 years


• Prior railroad locomotive, diesel electric generator set, marine, heavy equipment, industrial equipment, aviation, or military equipment experience


• Analytical Ability where problems are unusual and difficult


• Demonstrated Electrical and Mechanical Competence


• High level of Interpersonal Skills to work effectively with others


• Communication: Well developed verbal and written communication skills in French and English


• Demonstrated track record demonstrating creativity, perception and initiative


• Ability to work effectively with wide latitude for independent action

CONTEXTE DE TRAVAIL :

Le Programme régional Maghreb, dont le bureau est basé à Rabat (Maroc), coordonne l’ensemble des activités d’Handicap International en Tunisie, au Maroc et en Algérie, avec une équipe de 45 personnes réparties dans les 3 pays et un budget global de 3 millions d’Euros en 2015

En Algérie, les actions de l’association ont comme objectifs l’amélioration structurelle des conditions de vie, l’insertion et la pleine participation sociale des personnes en situation de handicap. Actuellement, les 4 projets portés par Handicap International en collaboration avec ses partenaires institutionnels et associatifs œuvrent à :

  De manière transversale, l’association travaille sur les questions liées au plaidoyer, au développement des compétences et à la coordination des acteurs. Impliqués étroitement dans les actions mises en œuvre, nos partenaires sont autant institutionnels (Ministères et agences publiques nationales) qu’associatifs au niveau local, au niveau national et au niveau international (agences onusiennes et ONG internationales).

  
  

  Les camps autour de Tindouf (Algérie) accueillent depuis 1976 des réfugiés sahraouis fuyant le conflit au Sahara Occidental. La population de réfugiés est estimée entre 90 000 et 165 000 personnes.

  
  

  La situation humanitaire dans les camps est précaire. La majorité des réfugiés vivent dans des tentes ou des maisons en adobe et n’ont pas l’eau courante ni l’électricité. La région est inhospitalière, avec un environnement aride et désertique. Parmi les groupes les plus vulnérables, on dénombre 2 722 personnes en situation de handicap. Si un recensement est réalisé annuellement sur le nombre de personnes en situation de handicap, leurs besoins spécifiques au quotidien, les barrières et les facilitateurs d’accès au service ne sont pas connus précisément, ce qui limite la capacité des autorités et des acteurs humanitaires présents à programmer des interventions ciblées pour favoriser leur prise en charge

  
  

  DESCRIPTION DU POSTE :

  
  

  En tant que Chargé(e) d’étude des besoins des PSH (Personnes en Situation de Handicap), vous intégrez une petite équipe d’une dizaine de personnes (locaux principalement) dont 4 chefs de projets que vous managez.

  
  

  Vous êtes sous la supervision directe de la Chargée de mission (expatriée), basée à Alger.

  
  

  Vous apportez votre expertise et vous portez garant(e) de la mise en œuvre et de la bonne réalisation de l’étude sur les besoins des personnes en situation de Handicap

  
  

  Dans ce cadre, vous assurez :

  le cadrage méthodologique et la mise en œuvre de l’étude (développement du protocole d’étude, coordination et supervision de la collecte des données, analyse des données…)

  SPECIFICITES / PARTICULARITES DU POSTE :

  
  

  Durant les deux premiers mois pour la collecte d’informations, vous serez principalement basé(e) à Rabouni, capitale administrative des camps Sahraouis, à 25 km de Tindouf, au sud-ouest de l’Algérie. Pour la phase de préparation et de rédaction, elle se fera à distance ou à Alger et sera d’une durée d’un mois. Alger est situé à 2 heures d’avion de Tindouf. Les déplacements entre l’aéroport de Tindouf et les camps se font sous escorte militaire. Les conditions de vie à Rabouni sont assez rudimentaires.

  
  

  Vous logerez, comme les autres équipes d’ONG présentes sur le terrain, dans une maison de 3 chambres disposant d’une « safe room » et dont l’accès est sécurisé et contrôlé. Les déplacements dans les camps sont libres.

Taking the lead on the category strategic orientation, the category manager will have to bring an exceptional growth for the sales volume, the margin and the conversion rate. He will be responsible for the decisions he makes and will have to monitor his performance.

Your position as Category Manager entails:
 Delivering a strategy for future growth by building the most pertinent assortment of products, asking the buyer teams to follow up on your instructions

 Increasing the gross margin by being responsible for price position and asking the buyer teams to renegotiate the costs on strategic brands, categories and products

 Meeting the main suppliers

 Building a very friendly user interface, working closely with the shop management teams (marketing) – It includes the creation of banners, new filters, enhancing the category tree, selecting the products you want to see at the top of the page, etc.

 Establishing plans that will be presented to the top management on the strategic decision you make (which price point do we target for this category, which marketing strategy I want to implement, which products do I want to source, what will be the upcoming best sellers).

 Creating campaigns and deciding through which marketing channel you will push them
