Algeria: Livelihoods Project Manager

Who are we?

DRC is a Danish international non-governmental organisation, which provides protection, promotes and supports durable solutions to displacement-affected populations all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance.

DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, and protection programmes through Country Offices (COs) in Libya/Tunisia, Jordan, Syria, Iraq, Lebanon, Turkey and a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region.

Currently DRC is launching a new operation in Algeria for the Sahrawi refugees in Tindouf. In 2015, DRC reviewed the feasibility of starting a livelihood programme in five camps around Tindouf to work with the protracted caseload of Sahrawi’s living in camps for the last 40 years. During November and December 2015, DRC conducted a scoping mission and is now setting up a livelihood-focused programme starting in February 2016.

About the job

The Livelihood Project Manager is responsible for the operational and programmatic planning, reporting, and implementation of Livelihoods activities and directly line managed by Head of Base for Algeria.

Duties and Responsibilities

Representation

Strengthen the liaison with key stakeholders in the livelihood sector;

Represent DRC before local authorities regarding livelihoods;

General Programming & operations

Responsible for project start-up and implementation of livelihoods by ensuring that adequate resources are allocated to the project operating in five camps;

Support the programme fundraising with identified partners (UNHCR, ECHO) and other donors;

Select and support training facilities responsible for delivering courses offered in the vocational centers with key emphasis towards business trainings suited to the environment;

Set-up a Business Grants system to Sahrawi’s in collaboration with key stakeholders;

Assist in a comprehensive Market Survey and utilise key findings into activities;

Capacity Building

Train livelihood staff, in general livelihood concepts and practices;

Monitor, coach and mentor livelihood staff. Provide on the job training as much as required and adapt trainings/coaching to specific staff needs;

Monitoring & Evaluation

Ensure/facilitate the qualitative and quantitative monitoring of the project through team meetings, post-assistance visits, regular reporting and any other monitoring tools;

Finance, Procurement and Administration

Follow up and monitor project budget;

Ensure familiarity with DRC’s Operational Handbook;

Accountability

Ensure DRC Algeria program is compliant with DRC accountability principles (HAP, etc);

Any other duties as agreed with the Head of Base for Algeria;

About you

To be successful in this role you must have a bachelor’s degree or higher in higher in economics, development studies, business administration, or other relevant field and at least 3 years of proven international experience in humanitarian livelihood projects. Furthermore you should have:

Capability of leading teams – strong management experience.

Familiarity with community-based protection programming and ability to incorporate lessons learned from similar experiences

Experience with UNHCR and ECHO regulations, procedures and requirements.

Fluency in Spanish, and/or Arabic, French is an advantage, spoken and written English is essential;

Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills,

Ability and willingness to travel to project locations on a regular basis;

High-level of knowledge and practice with Word, Excel, Outlook, etc. required.

We offer

DRC will offer the successful applicant a six month contract, renewable dependent on both funding and performance. Subject to funding, you must be available to start work from 01/02/2016 and be willing and able to work out of Algeria and travel in the Maghreb/ MENA region.

About the job

The Tinduf Head of Base is responsible for the overall operational and programmatic planning, reporting, and implementation to enable DRC to achieve its objectives through appropriate integrated programme approaches and activities.

Duties and Responsibilities

The Head of Base is the most senior position based in Algeria with line management of the programme and operations staff in Tinduf and reporting to the Maghreb Head of Programmes based in Tunisia.

Representation, Fundraising and External Coordination

Lead the programme fundraising with identified partners (UNHCR, ECHO) and other donors;

Strengthen the liaison with key stakeholders in the livelihood sector and represent DRC before local authorities, UN agencies, Donors and NGOs;

Liaise with the Head of Grants, Communications and Head of Programme Quality in ensuring that quality project reports are submitted, internally and externally;

Programme Management

Responsible for programme start-up and implementation;

Review the programme strategy as needed, and organise with the support of the field team a national 6-month work plan based upon the programme strategy;

Closely liaise with the Tunis-based Head of Programmes ensuring Algeria remains in line with Maghreb and MENA programme strategy;

Operations Management

Supervise finance, admin, HR, procurement and logistics of the Algeria operations, ensuring that expenditure is compliant with DRC procedures, donors’ regulation and national legislation;

Seek legal representation to support the legal registration of DRC in Algeria and visas and work permits for expatriate staff;

Closely liaises with the Head of Finance and Administration on the programme’s financial management

Safety Management

Review on regular basis the safety situation in the different areas of operations and adjust programming accordingly, in consultation with the Safety Advisor and the Maghreb Country Director.

About you

To be successful in this role you must have a master’s degree in a relevant field or a post graduate qualification in management. Furthermore you should have:

At least 5 years of international experience in an INGO Senior Management Position;

At least 3 years of livelihood-focused programme design and management;

At least 2 years of experience in complex protracted camp settings;

Experience working in multi-cultural work settings;

Ability to work in remote areas and challenging context;

Strong organizational and project management skills;

Spoken and written English is essential

Fluent in Spanish, and/or Arabic

French is an advantage

Ideally, you also have:

Experience working within the MENA region;

Experience working with UNHCR, ECHO, WFP and UNICEF guidelines;

Experience dealing with national partners and local/government authorities;

As Program Coordinator, primary responsibilities include:

Minimum Qualifications

Previous experience as a trainer in leadership development and civic education

Previous experience working with youth in an educational or exchange program

College graduate

Description:
Position will consist of interpreting for health care patients with limited English proficiency. As a medical interpreter you will aid in doctor-patient communications at hospitals, clinics and other health care related venues. Transportation is required, and may not be compensated for.

Independent contractor position

No set hours. Work will be on call: all assignments will parallel appointments made by patients at health care facilities, thus having varying hours and lengths of notice.

Assignments will be of varying lengths and subject matter. I.e: Physical therapy & rehabilitation, surgery, diagnostics, examinations, mental health, etc.

Minimum requirements:
Knowledge, exposure, and comfort working in a medical setting

Must be willing to do training for the industry (40 hour medical interpreter training)

Complete fluency in target language (with supporting proficiency test results, Liberty can provide testing)

Important Details:
You may apply even if you have not already completed a medical interpreting course or formal training, however you must be available to complete said training immediately. Please inquire about details.

If you have no language proficiency test results to provide us, you will be asked to complete the Liberty Language proficiency test.

Legacy International seeks a Social Media Manager based in the Washington, DC metro area to join our team for 5 months of engaging work with exceptional teens and adults from over 15 countries. (Mar. 28 -Aug. 19, 2016)

Responsibilities : Design and manage the quality and presentation of information on social media platforms (Twitter, Facebook, Tumblr, Instagram, WhatsApp, YouTube), coordinating media coverage, and fulfilling Legacy’s development and communications goals. Integrate overall communication strategies across programs helping Legacy convey a consistent, positive message while monitoring followers and alerting Legacy’s development team of potential partnerships. Oversee photo documentation and collaborate with the participants and project teams on blog creation.

The Social Media Manager follows and documents three major programs supported by the U.S. Department of State; administered by Legacy International:

Secretary’s Award for Emerging Youth Leaders – a new high profile program wherein Secretary Kerry awards 10 emerging global leaders (ages 18-24) for their efforts to promote justice and citizen participation. April 12 to May 7. You will be fully embedded with this program team, living on-site during program delivery. You will also play secondary role as a trainer and escort.

Professional Fellows Program: A capacity-building and professional development initiative that serves individuals working in civil society in Egypt, Tunisia, Algeria and Morocco . May 6 to June 8. Your role in this team is solely social media.

TechGirls is a three-week U.S. Department of State initiative and exchange program designed to inspire young women from the Middle East and North Africa to pursue higher education and careers in technology through hands-on skills development. It is administered by Legacy International in partnership with iDTech Camps. July 8 to August 4. You will be fully embedded with this program team, living on-site during program delivery. You will also play secondary role as a trainer and escort.

Between Programs – compile photos, develop and implement a social media engagement scheme for program alumni, assist in report writing. Provide social media training to other Legacy staff members or youth groups such as the American Youth Leadership Program Cyprus , Arabic Language Institute , Saudi Young Leader’s Exchange Program .

Secondary Roles: During program delivery, the Legacy team works together to fill a wide variety of needs: event/meeting set-up, communications with program providers, assisting with logistics and supervision (procuring supplies, getting food, getting laundry done, errands).

QUALIFICATIONS:
Previous experience in marketing, public relations or communications.

Demonstrated use and comfort navigating Web 2.0 sites and tools, including blogs, social networks, video and photo sharing, etc., (personal or professional) with solid understanding of the internet and social media marketing best practices.

Excellent written and oral communication skills.

Fearless attitude towards technology and a willingness to learn.

Demonstrated enthusiasm and strong social skills when interacting with online audiences.

Passion for socially responsible use of technology and gender empowerment.

Knowledge of digital storytelling.

Prior international travel a plus but not required

Photo documentation skills preferred

Video documentation and editing preferred but not required

Essential Functions

Ability to effectively communicate with youth and staff, and to provide necessary instruction and training

Ability to communicate to youth and staff the safety regulations and emergency procedures in case of an emergency (during daily programs, in hotel or on public transport)

Visual and auditory ability to identify and respond to environmental and other hazards related to area

Cognitive and communication abilities for large, complex event management

Ability to operate essential office equipment needed to carry out responsibilities (i.e. telephone, digital camera, computer, photocopy machine)

Ability to move furnishings (tables, chairs) & lift supplies up to 25 pounds.
